Not too long ago, police officer is a hero who sweep crimes off and protect the people, a hero who sacrifice his own welfare for the social welfare as a whole. While in recent years, the image of police in our mind appears to fade out for several seasons. What is worse, there is increasing distrust towards the whole police organization. Quite lots of people deny that police is on behalf of public, with no willing to cooperate in policing. Why do these bring about?The answer to this question is quite complicated, while we could still probe in it through a special channel, which is the ethic dilemma of police officers. This dilemma is called noble cause corruption. It brings about not due to the malfeasance of police officers, but to their good willing. When we think of police corruption financial gain typically comes to mind because the police are exposed to great temptations in their everyday duty such as recovery of stolen or lost property, inducements or gratuities from restaurateurs and shopkeepers etc. The prevention of this form of corruption has been to a degree successful due to reforms, organizational policies and the selection procedures for recruiting potential officers, but police officers are now recruited for their commitment to the noble cause due to their values which leaves them vulnerable to the theory of noble cause corruption.Noble cause corruption in policing is defined as "corruption committed in the name of good ends, corruption that happens when police officers care too much about their work. It is corruption committed in order to get the bad guys off the streets, to protect the innocent from the predators that inflict pain and suffering on them. It is the corruption of police power, when officers do bad things because they believe that the outcomes will be good." Examples of noble cause corruption are, planting or fabricating evidence, lying on reports or in court, and generally abusing police authority to make a charge stick. Police officers tend to see bending of the rules for the greater good as acceptable rather than defined as misconduct or as corruption. They can rationalize such behavior as part of the job they were paid to do and are what the public wants. It is seen by some in a utilitarian sense, to get the criminals off the streets, regardless of the means employed.This article is aimed at solving the ethic dilemma in policing, particularly when such a situation happens on account of the good will of police to create a better world, through the way of analyzing the present situation of ethic dilemma among current police organizations, with regards to this, several cases are collected.This article could be divided into three parts in spite of the preface. The first part introduces the ethic dilemma of police from three aspects, namely, the common value of police, the conflict of means and ends, and the subtle relationship between justice and order maintenance. The second part reveals how the ethic dilemma of police performs and the influence of it, combined with the practice of police ethics in our country, and analyses the serious consequences if our means to maintain order depart from justice. The third part puts forward some suggestions to solve this ethic dilemma, first all reconstruct the moral authority of police, next establish and improve a scientific performance assessment system, and finally, sets up diversified channel for public to take part in police supervision.
