The Study On Constructing Approach To The Administrative Ethics In The View Of Harmonious Society

Administrative ethics is one important part of socialist moral system. Its construction is also the important content of building socialist harmonious society. Thus, enhancing the construction of the administrative ethics plays a positive role in promoting the development of socialistic harmonious society. The thesis makes an analysis and account to the ways to implement and fulfill administrative ethics from four aspects: social environment, guarantee system, ethic education and improvement of moral cultivation.On the layer of social environment, it is essential to exert the consensus and culture's influence and penetrating power on administrative personnel, as well as the supervision and evaluation of public opinions and medias, so as to mold and establish an administrative moral culture embodying the spirits of harmonious society with Chinese characteristics, and consequently to make administrative ethics based on profound culture. On the layer of system, the government-oriented administrative model should be transformed into people-oriented serving one and the inspiring system and supervision mechanism should be established to form an inherent and stable quality in administrative personnel by consolidating the rules and principles of administrative ethics. On improving main body's moral personality, much attention shall be paid to dynamic role of administrative personnel's morality. Extrinsic education on administrative personnel's values of life and personality shall be strengthened to bring moral cultivation into play effectively and the administrative ethics should be internalized gradually in administrative personnel as value guidance to their behaviors. At the same time, administrative personnel's morality shall also be strengthened by internalizing morality and self-improving to improve their moral character and form the perfect administrative quality.Integrating the knowledge and research production on philosophy, ethnics, science of administration and other subjects, the thesis probes into construction of administrative ethics intrinsically and extrinsically. It conducts the investigation from four aspects, that is, social environment, molds of system, ethic education and exertion and cultivation of the ethic autonomy of administrative personnel. It is hoped to make a beneficial exploration to the construction of administrative ethics in China.
