The Globalization promoted the flow of capital, goods and people in the world and strengthed the political, economical and cultural communication between different countires, but it also resulted challenges and problems. Refugees priginated from Europe,the outbreak of World War I, World War II and the Cold War promoted Europe to be a concentration place of refugees. Plenty of refugees swarmed into Europe causing a hitherto unknown challenge to the European party politics, economic development, cultural exchanges and social stability. The serious refugee problem urged Western European countries to strengthen cooperation and coordination. After decades of development,the refugee policy gradually transited from intergovernmental cooperation to the European Union’s level and initially formated the common refugee policy.Plenty of UNHCR’s datas explained that Europe whether history or current both faced tremendous refugees’pressure. The European Union formulated a series of refugee policy to ease this pressure. From regional refugee policy to restrictive refugee policy to common refugee policy, reflected the dynamic changes of European Union’s refugee policy-from lenient to strict to elastic combination. This thesis mainly explores the dynamic refugee policy obtained what achivements, existed what problems and gave what impacts to relevant countries.European Union’s refugee policy gained a lot of achivements, such as promoted European Union to form a series of legal treaty, emerge managemeng mode and mitigate the social relations. At the same time, European Union’s refugee policy also faced the challenges of power fight, the difficuluty of European identity and the evtreme right-wing’s risen. Decision mechanism was low, execution mechanism was not perfect and considered economic and social situations, therefore, restricted the development of European Union’s refugee policy. Then, European Union’s refugee policy produced indispensable influence to relevant countries. These effects had both positive and negative side. The positive impact was commonly to solve refugee problem through dialogue and consultation; the negative impact was that the system was not perfect, forasmuch easily appeared the inequality phenomenon of "with the help of human intervention in sovereign ". Compared with economic integration, the European Union’s refugee policy started late, developed slowly and restricted by various factors, but European Union impossibility shut the refugee’s door, therefore, the European Union’s refugee policy is certain to be a dynamic process.
