Muslim immigrants and refugees who have escaped to Europe increased sharply since the 21st century,causing serious effects on the Europe's economic,social,cultural and other aspects.The Europe has experienced the worst refugee crisis after the World War II since 2015.Its background is multifaceted.Both internal factors like the Middle East war and religious conflicts and the external factors like the US and other western powers interfered the internal affairs of Middle East countries.It is not only related to the defects of EU refugee legal framework and the different refugee screening criteria,but also about the European geopolitical position and the long-term colonization history.The European refugee crisis has entirely distinct features with the previous,whose evolution process presents three stages divided of the Syrian refugee children dead in Turkey beach and Paris terror attack.EU members' different attitudes of this crisis are more difficult than the refugee crisis itself,which led to arguments and contradictories between them.In general,EU members'positions and policies to the refugee crisis can be divided into "welcome" represented by Germany,"opposition" represented by Hungary and "cautious" represented by the United Kingdom.The EU members different attitudes and actions in the crisis based on their own economic,political,cultural and religious,social and other factors,deteriorated their relations and making the crisis in a deadlock.The EU was initially accused of slow action and improper response in the refugee crisis.But after the second half of 2015,the EU has issued a series of policies and taken corresponding actions to resolve the refugee crisis and coordinate the relations between member states as soon as possible,such as strengthening border management and actively cooperating with third parties.One of the most important results is the plan for mandatory refugee quota among member states.The policy sparked a great deal of controversy among member states,especially some Central and Eastern European countries represented by Hungary.In general,EU's action and policy in the refugee crisis had undergone three stages,which were initially cautiously watched and then responded positively,and finally re-tightened the refugee policy and strengthened border control after the Paris terror attack.However,the EU made a slow progress in advancing the refugee policy due to the huge interest differences between member states,and a number of actions can't be taken as planned.Meanwhile,the dilemma of the mechanism,sovereignty and self-identity faced by EU are also important reasons for hindering the implementation of the unified refugee policy in EU.The impact of the refugee crisis on member states and the EU is enormous,and the complex political situation,the major powers game in the Middle East also determine that refugee problems are difficult to solve in the short term.In the future,the EU and member states need to take measures from aspects such as refugee sources,internal institutions,border management and refugee integration,and effectively controlled the existing refugees in order to resolve the refugee problems early.
