The construction of civil servants in China had made great progress in recent years, but there still were many problems that needed to be solved urgently, especially the corruption and the incentive mechanism of civil servant were hot issues which were widely noted in china. Our government had strengthened anti-corruption measures after the communist party’s 18th national congress, and civil servants were restricted and the strict supervision and great changes had taken place a civil service job status and income etc, it had a greater impact on the incentive mechanism of civil servant. The paper proposed to take the new incentive mechanism to promote and encourage the civil servants work enthusiasm in this context.This paper summed up the incentive theory, and summarized the main practices at home and abroad on the incentive mechanism of civil servant, and described the characteristics of civil servants occupation. The paper studied the basic connotation of civil service incentive mechanism and definite major purpose, content and means of civil servant incentive. The thesis analyzed the main behavior and the phenomenon of corruption of civil servants before and after the communist party’s 18th national congress, and summarized the basic characteristics of corruption of civil servants, and studied the relevant measures to strengthen supervision and standardize the civil service after the communist party’s 18th national congress. The paper investigated the questionnaire of the civil service incentive in strong anti-corruption environment, and verified the validity of the scale through the reliability and validity of the tests, which provided the empirical foundation for research on civil service incentive status and stimulate demand. This paper studied the main symptoms of civil servant incentive deficiency and analyzed the causes under the current situation according to the result of questionnaire, so the paper putted forward the basic principles of constructing civil servants incentive mechanism and perfecting the civil incentive mechanism countermeasures in strong anti-corruption environment.The main conclusions in this paper were three aspects:First, the paper summed up the basic characteristics of the phenomenon and behavior of corruption of civil servants before and after the communist party’s 18th national congress through the method of comparative analysis, and analyzed the characteristics of corruption of civil servants in China in recent years and discussed the main measures of anti-corruption of the central.Secondly, the paper designed survey of civil servant incentive condition of volume table in the strong anti-corruption environment based on literature research and investigation analysis, and carried out the reliability and validity test, which provide an empirical foundation for research on civil service incentive status and stimulate demand.Third, the paper putted forward the basic principles of constructing civil servants incentive mechanism in strong anti-corruption environment, which included comprehensive incentive principle and differentiation and diversification incentive principle and the material incentive and spiritual incentive combination principle, and the paper put forward from three aspects to improve the incentive mechanism of civil servants in China, which included realization the compensation of science fair incentive system and strengthen the performance appraisal system and construction the occupation development incentive system.The research of the paper was helpful to improve the work of China’s civil service system in the new environment, and improve government’s public management and service level, and improve government efficiency and effectiveness, it has a certain theoretical significance for the construction of a China characteristics of civil service incentive mechanism, it also has certain realistic value to boost morale, civil servants to curb corruption and improve government construction of a clean and honest administration ability.
