After the18 th National Congress of the Communist Party of China,anti-corruption since the new normal,stressed that pay attention to political rules,emphasizing political control,emphasizing "promising." In this context,it is particularly urgent to stimulate the working status and mental outlook of the civil service community and encourage the civil service to improve the effectiveness of the workforce.Anti-corruption under the new normal civil service incentive mechanism research in theory and reality are of great significance.This study takes Guangzhou Port Authority as an example,and the civil servants has carried on the questionnaire survey,and picked out the main leaders of local agency,Director of the grass-roots level,take the initiative to apply for early retirement,excellent work performance,active time,sick personnel interview,new 7 class personnel,to participate in the questionnaire and interview personnel to nearly 300.The investigation concluded that the new normal under the new normal,the civil service of guangzhou port authority and the administrative efficiency of the civil service.The incentive mechanism of the civil service of guangzhou port authority plays a certain role,but it still has the following shortcomings: one is the gap between the salary and the expectations of the civil servants,and the link to the rank;Second,the promotion of office promotion is limited,and the promotion of fairness cannot be guaranteed.Third,the performance appraisal is in the form,and the overall assessment of the unit is irrelevant to the individual performance.Fourth,career planning is insufficient,the training effect is not ideal.Analysis of the causes of the problem: first,the civil servant system has been underdeveloped since the founding of the People's Republic,which is not commensurate with the economic situation of high speed growth.Second,the "official standard" consciousness and the corruption phenomenon have long existed,the impact of the strong anti-corruption drive has caught the government civil servants "unawares";Third,the "iron rice bowl" phenomenon of civil servants has not been broken,and the "able to enter" mechanism has not been established.The improvement of civil servant incentive mechanism under the new normal of anti-corruption is: first,strengthen the political ideology education,prevent corruption from the thought and not be the official;Second,pay high salaries and clean up the remuneration system;Third,improve the personnel system reform;Fourth,the performance oriented,the implementation of accurate performance appraisal;Fifth,improve civil service career planning.
