The Research Report Of "Urban National Work Regulations" Current Situation Of Implementing

China is a unified multi-ethnic country. It is of great significance to urban national work for the national stability and social development. Approved by the State Council In August 29,1993, the State Ethnic Affairs Commission promulgated and implemented the "Urban National Work Regulations" in September 15th of the same year. At the time of the social and historical background, the regulations on urban ethnic work have played a significant role in promoting and standardizing. However, such a law that played a significant role, never supplemented and modified for twenty years. It was very antiquated and hysteretic. The legislative thinking and value orientation of the current "Urban National Work Regulations" was only positioned to the management for ethnic minority lived for generations, but lacked services and guarantees for Ethnic minority fluid population. Some main regulations were already inconsistent with the fact of current urban national work and could not be able to adapt to the new pattern of urban ethnic relations. It was seriously affect the quality and efficiency of urban national work.In this paper, we started from analyzing the urban ethnic work current situation of Hohhot. According to analyzing and researching the national composition structure, employment distribution, new features of urban national work and the legislative status of Hohhot, found the problems of Hohhot urban national work. The problem of legislation level included the legislative level of urban ethnic work was not high and the content were incomplete, lacked effective guidance and restriction of laws, revised and cleared legislation was not timely, the public participation in the legislative process was not wide enough, and so on. However, at the social level, because the gravity of urban ethnic work has turned to the ethnic floating population in cities, resulting in the urban minority floating population’ work lacked legislative authority and the right to development of this group lacked legal guarantee. Through the analysis of these problems, researched its universality and representativeness, on this basis to make clear revising and cleaning programs of regulations, established the legislative hearing system and implemented supervision system of urban national work, as well as consummated the relevant provisions of urban minority floating population, put forward the revised recommendations and perfected countermeasures of the "Urban National Work Regulations".
