Research On The Floating Population Of Urban Ethnic Minority Of City L From The Perspective Of Fairness And Justice

During the accelerating process of urbanization, a growing number of ethnic minority populations emigrate from ethnic areas to the cities, they make their own contribution to the city’s culture economy. However, this emigration also presents challenges of urban management which may result in new stability and development issues. Ethnic minorities often are rural farmers and herdsmen, lives in the autonomous areas which are different from urban ones in cultural traditions, lifestyles, values, customs, and religious beliefs. Due to misunderstanding and disrespect, the rights and opportunities of ethnic minorities floating population are restricted and neglected in various degrees which sometimes come up with illegal behaviors. With the burgeoning interactions of different ethnic peoples, the problems may cause ethnic crisis and conflict. The floating population of ethnic minorities has become a critical factor affecting the urban ethnic relations, while protecting the rights and interests of Urban Floating Minorities the problem is undoubtedly one of the core content.In this paper, the author demonstrates the inequality in management and governance situation of floating ethnic minorities with the example of L city. Based on Rawls’ theory of fairness and justice, the author investigates the contemporary problems of floating ethnic minorities in L city, and discusses the critical issues such as health care, realization of religious beliefs and traditional customs, compulsory education, compulsory education. The strategies and measures are proposed after analyzing the reasons of equal rights and opportunities lacking.This paper argues that changing from the governance to the service will provide better prospect for the urban floating ethnic minorities. A serial of measures are necessary, they are equalizing public services, creating a social atmosphere of ethnic equality and unity to enhance environmental equity, increasing investment, support the ethnic minority economy and culture, relying on community management, establishing mechanism of Urban Ethnic Floating Population Services to protect the floating population of ethnic minorities, achieving equality rights, improving employability, relying on the societies of ethnic minorities, promoting national unity, safeguarding the floating population of ethnic minorities to achieve equality of opportunity. With these measures implemented, the problem of current inequality will diminish gradually while the fairness and justice will grow soundly.
