In the long history of human social development, urban and rural once are two big economic and social system which are contradicted, isolated and linked with each other. With the continuous improvement of productivity level and the degree of human civilization, separation and opposites between urban and rural areas gradually are broken, and the relationship between urban and rural integration development becomes a general trend of human society development. In the process of integration of urban and rural development, the market mechanism and government regulation are the two important forces. The market is the main body of resources allocation in the economy, while the government is a supplement to the market. Government regulation is not only needed to national policy and system innovation, but also to the development of local governance, improving the effectiveness of the government. In the process of integration of urban and rural development, the policies, guidelines and laws of party and the government, which are for rural, should be organized and promoted by the local government. The governance of local government becomes an important part in promoting the integration of urban and rural development policies and measures, and is also the basis and the essences of integration of urban and rural development.Although the investment for agriculture, rural areas and farmers in our country continue to increase, due to the influence of various factors, local governance in China has been to show serious city bias. The policy support between urban and rural doesn’t have a equal proportion, which increased the gap between urban and rural, hindered the process of urban-rural integration. Based on this, this paper mainly studies the role of the inversing city bias governance on urban and rural integration, and explores how to improve government governance to accelerate the process of urban-rural integration.Firstly, this paper theoretically analyzes the relationship between local governance and urban-rural integration. City-biased governance, mainly from two aspects of pricing policy and non-pricing policy, has a bad influence on urban and rural integration. So as to push the urban and rural integration process, local government, as a service organization, should reverse city-biased governance measures, balance the development gap between urban and rural, promote the coordinated development of urban and rural areas.Secondly, this paper constructs the urban-rural integration index and local governance index, and uses exploratory spatial data analysis method to analyze the space and time characteristics of these two indexes. The results show that there are certain spatial correlations in the indexes and spatial correlation should be considered in the empirical analysis, so that we can establish the appropriate spatial econometric model.Finally, this paper, using the static and dynamic spatial panel model, analyzes the temporal and spatial effects of the governance of local government and other factors on the integration of urban and rural. The estimation results show that local governance has a significant effect on urban and rural integration. City-biased policy governance measures taken by local governments, leading to the rapid economic development of the city, caused a lack of investment in rural areas, rural areas, farmers, low level of agriculture, increasing gap between cities and countryside, and inversing city bias control measures has a positive role in promoting urban and rural integration level. Based on these conclusions, this paper has some policy implications for narrowing the gap between urban and rural areas to promote the integration of urban and rural, in order to contribute to the comprehensive, coordinated and sustainable development of integration of urban and rural areas in china.
