With the rapid development of China’s economic and social development, Volunteer service has made a considerable progress, volunteerism gradually accepted. From 2008, after the Wenchuan earthquake, the development of voluntary service entered a stage of all the people involved, but the development and management of volunteer organizations is still seriously lagging behind, many volunteers have problems with behavioral disorder. At present, China’s emergency volunteer service is characterized with tidal effect, blindness, confusion and low efficiency. It is difficult for NGOs to play a role to make up for government failure. So, how to solve the problem of disorderly behavior of the volunteers, how to make the volunteer organizations to improve their service levels, and how to effectively manage the volunteer organizations is the focus of this thesis. The content is roughly divided into three parts, which includes the theoretical analysis, problem research and strategies making to solve the problem of volunteers’ behavioral disorder issues. First part is a comprehensive overview of related theories, the government malfunction theory, voluntary malfunction theory and several other theories that related to the government and non-profit organizations. Second part is an in-depth analysis to the behavioral problems of volunteers and the volunteer organizations. The current behavior of the volunteers there are three aspects of the characteristics of the disorder, spontaneity, blindness volunteer behavior, disorganized behavior of volunteers volunteer behavior; Then, based on the three characteristics of the volunteers’ problems, it analyses the reason why this problems would happen. The third part, according to the theoretical basis and practical experience, in particular the organization of the characteristics of the disorder as well as our existing management models for our volunteers and volunteer organizations, volunteers make a few of the current situation of China’s countermeasures to solve this problem, to accelerate the transformation of the double-management mode of governance in order to develop NGOs;...
