The Predicament And Governance Countermeasure Of China’s Official Vehicle Reform

Official vehicle-using is a guarantee for the Party, government organs, social organizations and administrative institutions and its workers, aiming at carrying out normal administrative activities smoothly, equipped with a certain number and a certain configuration. With the rapid development of economy and society, the scale of the official vehicle-using is bigger and higher. Private-using and corruption have made institutional resources consumption increase dramatically and damaged the image of government organs and administrative institutions and its workers among the people. The emergence of these problems shows that official vehicle-using has deviated from its original purpose. Official vehicle-using reform has increasingly become the focus of social public problems.This paper firstly combed the history of official vehicle-using reform and its current situation in our country. Then combining with the existing studies of the official vehicle-using reform that based on new institutional economics and the new public management theory, from the perspective of governance theory, rational analyzes the multivariate main body of official vehicle-using governance and its function and our country current the plight of the official vehicle-using reform and puts forward the possible path of crack adversity, in order to provide some choices for the new round official vehicles special governance and the official vehicle-using reform. The first chapter defines the concept of official vehicle-using and analyzes the positive significance of the official vehicle-using reform. The second chapter reviews the history of official vehicle-using reform, combining its current situation analyzes the difficulties faced by the official vehicle-using reform in our country, including market failure, government failure and social inefficiency. In addition, analyzes its causes. The third chapter introduces the developed countries such as America, France, Japan and Australia’s official vehicle-using management and its enlightenment on official vehicle-using reform in our country. The fourth chapter introduces the design principles and direction of the reform, and puts forward the exploring paths to the success of the new round official vehicle-using reform, including four aspects: importing the market mechanism, the renewing the values, supervision mechanism and the improvement of the system of sound.
