China's official car refers to the vehicles purchased by the functional departments under the people's governments at all levels and the agencies and institutions in order to solve the needs of public vehicles and apply for the financial budget under the premise of laws and regulations.In recent years,the number of public buses in various institutions has increased.The disadvantages of the traditional public bus system have become increasingly prominent.The efficiency of using public buses is very low,and the operating costs of public buses are difficult to control.China's car reforms have spanned 26 years by the end of 2019.Overall,the car reforms are beneficial,which not only reduces the phenomenon of private use of public buses,illegal vehicles,over-standard vehicles,over-spec car purchases,and unauthorized reimbursement of maintenance costs.It is equivalent to subsidizing the actual income of civil servants,but there are many problems at present.In some places,such as the slow improvement of the car and the failure to meet the standard,the efficiency of the bus reform in China is exactly what? When studying this problem,scholars mostly use observable phenomena to study some aspects of bus reform and put forward countermeasures and suggestions.The lack of systematic discussion on the efficiency of bus reform,and more focus on the use of case data analysis,rarely use comprehensive big data conducts research on bus reform efficiency.Therefore,this article starts from the efficiency of bus reform,based on the two requirements of effective resource allocation,incentive compatibility and information saving based on mechanism design theory,combined with the empirical data of bus reform in various provinces in China,using DEA-Malmquist model to reform the bus in 30 provinces The dynamic characteristics and evolution of efficiency were studied,and multiple linear regression models were used to investigate the impact of investigating and prosecuting bus corruption cases,the number and details of bus reform documents,bus purchase and operation and maintenance costs on bus reform efficiency.In addition,the case analysis of Anhui Province,where the efficiency of bus reform is relatively high,is further analyzed to further support the research conclusion of this article.The research conclusions of this paper are as follows:(1)China's bus reform has achieved certain results.Most provinces have better comprehensive technical efficiency,pure technical efficiency and scale efficiency,but there are also shortcomings in efficiency.A total of 15 provinces across the country have achieved comprehensive technology.The efficiency is optimal,and the overall comprehensive technical efficiency of the provinces is left-biased.The efficiency of bus reform is not necessarily entirely positively related to economic development.(2)Analysis of changes in the efficiency of China's bus reform from provinces.A total of 19 provinces have a bus reform efficiency greater than or equal to 1.These provinces have achieved growth in bus reform efficiency from 2010 to 2018.The M index gaps in the eastern,central and western regions are relatively small,and all show an upward trend,reflecting that the efficiency of bus reform in various regions is generally balanced.The highest M index is in the eastern region,reaching 1.055.(3)The increase in the technical efficiency of China's bus reform is affected by scale efficiency,and the pure technical efficiency is relatively small.The level of pure technical efficiency represents the level of bus reform management in various provinces,indicating that improving the bus management system in China is the main focus of improving the efficiency of bus reform point.(4)The implementation efficiency of the departments in the eastern,central and western regions and the investigation and punishment of bus corruption and negligence.The number and detail of bus reform policy documents are significant at least at the level of 5% for bus reform efficiency.The main factor affecting the efficiency of bus reform in China is incentive compatibility,Information saving system and scale efficiency.In this regard,this article gives the following suggestions:(1)From the perspective of the government and the public,use the mechanism design theory to further design the bus reform mechanism to ensure maximum scale efficiency;The reform system optimization plan is discussed,and the actual report is the most effective plan.(2)In order to realize the time-space matching of China's vehicle reform mechanism design,it is necessary to match the administrative level matching,administrative district level,unit type matching,and regional matching.(3)Optimize the system of China's bus reform.In the post-bus reform era,we must further optimize the management level and rationally formulate various policies to reform the use of bus;establish and improve a long-term dynamic adjustment mechanism that suits local conditions;uphold fairness and comprehensive considerations and continuously optimize Social resource allocation;unified deployment,easy-to-differentiate and step-by-step marketization;transparent and open,adhere to system innovation and guarantee subsidies in place;strict accountability,construction of car-reconstructive and rule-of-law supervision.The research in this paper has certain theoretical and practical significance: theoretically,it plays an active role in enriching the theoretical construction of China's bus reform system;from a practical perspective,the next step in the implementation of the national public car reform is efficient and feasible Provide guidance for the reform of the bus,and also provide ideas for the further reform of domestic official vehicles.In the context of vigorously promoting the green economy by the country,it helps the implementation of transportation environmental protection policies involving vehicle emission reduction and green travel.
