The Dilemma And Outlet Of Community Correctional Center

Community correction is the basic direction of modern correctional system development, as a kind of non imprisonment penalty system in our country, the trails of it has achieved rapid development since 2003, so far 31 provinces(area, city) and Xinjiang production and Construction Corps was in full swing, in order to promote the innovation of social management system and make the outstanding contribution to promoting social contradictions to resolve.With the development of community correction work unceasingly thorough, the apparent breakthrough achieved in the system construction and innovation in the aspect of management, an innovative work mode of community correction is “community correctional center”, is for the community inmates, released prisoners and other special groups to a transitional community correctionmechanism, originated in foreign countries “halfway house”. China’s first “community correctional center” is in Beijing city of Chaoyang District “sunshinehalfway house”, built in 2008. In the local Party committees, governmentattention, “community correctional center”such as bamboo shoots after a spring rain as in full swing in the country. But because of “community correctional center”in our country belongs to the emerging transaction, is still a lack of legal basis and practical basis, in the construction and operation process there are some problems.Based on the concept and development status from the “community correctional center”, proposed the three problems existing in “community correctionai center”,and pointed out that for top system design of “community correctional center” has not formed the unified, generally dominated by the government to implement the construction of “community correctional center” in practice, leading to unevensituation, cause “community correctional center” leap style development in the absence of legislation and system security situation; as a result of a government led to the construction model of “community correctional center” is too dependent on administrative resources, the “community correctional center” can not play an effective role in function, make the innovation system has become a mere formality. In this paper, combined with the actual situation of Changshou District of Chongqing City, to comprehensive management of social security’s grid management as the basis, to explore the feasibility of the construction of social resources to participate in “community correctional center”, proposed the network management model with the combination of inside and outside, set up networks of four levels,gradually clear responsibility and job responsibilities, through the display of social managemental resource advantages, form a complete effective corrective network.Based on this network, the ultimate goal of the “community correctional center” is how to promote the rectification personnel to return to society smoothly.There are three factors hinder the corrected people to return to society,through the analysis of this, it puts forward the important significance of social participation and the security of the system, explores the establishment of a scientific team, sets up practical training curriculum and plays a bridge role for rectification personnel’s returning, so that the “community correctional center” has become a scientific and efficient management mechanism and feasible specification.
