In the formation and development of the Vietnam National Administration, local authorities play a very important role, directly affect the public service, the industrialization and the modernization of the country’s success or failure.Commune level (commune, District, township), is the four level system of Vietnam’s management level, is a direct implementation of the policy, guidelines and policies of the party and national laws, excellent communication, take all the activities in order to improve the level of the local people’s daily life and the party, between the state and the people to build a bridge effect of. Practice has proved that, where there is enough staff and has a number of strong base, where the political situation, social stability, economic and cultural development, national defense and security can be guaranteed. On the contrary, if the work of officials and staff are not eligible, power and prestige, it will be difficult. That is to say, the staff, the civil service has a direct impact to the political system in community development and consolidation, is directly related to the important role of revolution and today the party and Vietnam in the changing international situation.However, the local government can not accomplish their task, the effective and efficient team did not qualify for officials and grassroots work. Therefore, in order to improve the quality of cadres and the public servants training room is the primary problem and the Vietnamese state.
