The Empirical Study On Dongguan Regional Equalization Of Basic Public Services

Equalization of Basic Public Service is a kind of service that government wants to meet the needs of the lowest public resources, which is under the policy arrangement. And it is a way to realize social stability and development, to narrow the gap between urban and rural and the gap between rich and poor, and also, equalization of Basic Public Service is the need of building the harmonious society and realizing the "China dream". Nowadays in China, the basic public services mainly include basic education, public health, social security (the lowest life guarantee), which play an important role in the social justice and the citizens’ survival and development. Therefore, how to realize the Equalization of Basic Public Service is not only attack the central government and local governments’ attention, but also the academic circles. Dongguan is famous for the manufacturing industry, and researching Equalization of Basic Public Service of Dongguan can help us know about the situation of Equalization of Basic Public Service and find out the key factors which influence the Equalization of Basic Public Service and the way to promote Equalization of Basic Public Service. What’s more, the suggestions can do help to the similar provinces and cities.Firstly, in this article we introduce the related theory of basic public service, the Equalization of Basic Public Service, the content of the Equalization of Basic Public Service and the meaning of promoting Equalization of Basic Public Service. Then, based on the data collected from Dongguan city and its towns, we analysis the status of the basic public services in Dongguan city, and the gap between the different towns. We are sure that the difference of economy and the government administrative ability, the lack of benefit expression mechanism, the lack of system and the unperfected performance appraisal mechanism lead to the gap between different towns. Next, building the function of basic public services equalization, determining the standard and index of Dongguan regional equalization of basic public services, and analysising by using the data collected from the constitutive function investigation in Dongguan with the function, we found the conclusion of Dongguan regional equalization of basic public services as well as the influence of some factors.Studies suggest that, equalization of basic public services in Dongguan City area are less balanced, in which the equalization of basic education level is relatively high, while the public health, equality of social security level is slightly lower. At the same time, we believe that the impact of the equalization of basic public services is made of many factors, in which the per capita income and the ability of government play an important role in equalization process.Finally, based on empirical results, we propose some suggestions and measures for the equalization of basic public services: enhancing the equalization of basic public services in Dongguan City area needs various town governments in Dongguan change their ideas, establish a people-centered thinking to build a service-oriented Government transformation of government functions; reform and improve of the financial system and fiscal expenditure structure optimization system; strengthen the financial transfer payment backward areas; strengthen intergovernmental cooperation, the introduction of social forces to participate in the supply of basic public services and improve institutional arrangements and several other efforts.
