Research On The Reform Of Municipality Government Decentralization And Township Government Power Strengthing In Dongguan City

The Party’s 18th National Congress and the Third Plenary Session of the 18th National Congress, both clearly put forward the strategic deployment of transforming government functions, constructing a service-oriented government. Township government as a grass-roots government is the footstone for a country to conduct effective control, manage social public affairs and promote economic and social development; effective allocation and play of its administrative functions, directly relate to the effectiveness of transformation of government functions, construction of a service-oriented government. At present, some townships in developed area, have already developed into new countryside, new towns or even small cities, the configuration of administrative functions of the past no longer adapts to their recent development, there is an urgent need for the transformation of government functions, optimization of function configuration, release of system and mechanism "bonus", thus leading to the promotion of a sustainable, healthy, scientific development of the economy and society.In order to search and establish an administrative system that suits the socioeconomic development especially township development, Dongguan City, in which to adopt the particular administrative system of "township government directly under city government", actively explores the innovation on streamline administration and institute decentralization. It launched streamline administration and institute decentralization according to superior deployment in 2009, optimising the allocation of authority between city and town, significantly increasing the administration authority of the grass-root governments, forming systems and mechanisms of relatively low administrative cost, relatively high operational efficiency and relative satisfaction among the popular, greatly push the development of local economy and society, and has achieved great results.This paper takes Dongguan city as an example, based on its particular administrative system and actual socio-economic development, discusses its implementation and propulsion on streamline administration and institute decentralization, thoroughly discriminates the pulses and minuses, and proposes paths to deepen the reform furthermore.This paper is divided into four parts:The first part is introduction.
