Research On Deepening The Administrative System Reform In Zhongshan Economic Advanced Township

Based on the management theory, and also combining philosophy, politics and law, this paper aims to analyze the reform in developed towns of Zhongshan from a broad view in order to gain the characteristics and regular patterns of the administrative system reform in these towns. The author first discusses the decentralization in Zhongshan, and then explores ways to accelerate the administrative system reform in developed towns of Zhongshan.The main body of this paper includes five parts.The first part introduces the research background, purpose, significance and also gives a brief review of the former studies. Based on the former studies, the author presents the research content, research method and the innovation of this study.Part two presents the significance and theoretical framework of the administrative reform in developed towns of zhongshan.Part three reveals the contradiction of the reform in developed towns of Zhongshan and then analyzes the subjective and objective reasons that cause this contradiction. First of all, there is a distance between the results of the administrative reform and the goal of that, such as, the untimely decentralization and the simple form; shortage of administrative staff; imperfect taxation system; the local government’s inability in public service and backward planning and construction; weak execution of the government’s decentralization on society and market; lack of standardized and effective consciousness; the discontinuity of the decentralization work and the twisted department coordination mechanism. Secondly, the author analyzes the reasons mainly from five aspects, namely, cognitive factor, legal factor, the local government’s factor, management factor and the financial and power matching factor.In part four, the author presents the experience and enlightenments of the administrative system reform in other developed areas, such as Shandong province, Jiangsu province, Zhejiang province and other cities in Guangdong province.In part five, the writer puts forward five measures to deepen the administrative system reform in Zhongshan. First of all, developing and improving the legal system so that we can improve the decentralization according to the laws; Second, improving the implementation of decentralization mechanism so as to ensure that the decentralization can be put in place; Third, constructing the matching financial management system in order to enhance the local government’s ability in public service; Fourth, taking the universality and individuality of the reform into an overall consideration;Fifth, promoting the other related reforms actively.
