The Government Service Thought Research Of The Communist Party Of China During The Period Of Social Transformation

The 18th National Congress of Communist Party of China (CPC) has promoted government reform based on the Chinese condition of social transformation period. In this revolution process optimizing structure and improving efficiency of government could accelerate transformation of government ideology from management to service-oriented mode. The fundamental tenet of CPC is to service the people wholeheartedly, which is implemented in government after being ruling party. Then Chinese government became the genuine people’s government. Based on government service thinking in the transformation period, this paper attempts to research on it, which could make sense of realization of reforming and opening-up deeply, constructing service-oriented government, and implementing people’s interests.First, this paper analyses the meaning of government service thinking from classical works and thought like Marx, Lenin and Mao Zedong. Then relevant theory promoted by previous proletarian revolutionists, in the transformation period, is discussed. For example, the theory such as "Productive forces is basis and relations of production must conform to the level of it" and "Most basic contradiction in primary stage of socialism is that needs of people haven’t met" saying by Deng Xiaoping. Moreover, Jiang Zemin emphasizes that government should really service people from angle of CPC construction to government construction. What’s more, Hu Jing Tao probes this from the development angle and contents and characteristics are presented.All of these instances above are the demonstration of government service thinking.At the end of the article mainly discusses the significance of government service ideasfor the construction of modernization, from several aspects of economy,politics,culture and human development emphasizes the service type government for the necessity of modernization and social development.Government service thinking is the theoretical results of CPC, which explains tenet and quality of CPC from the viewpoint of the ruling party and realizes the unity of science and revolution in practice. Thus if becomes the specific performance of idea of establishing the party for the public and governing for the people in administrative area, the practice of scientific development concept, and lifeline between CPC and common people.
