Figuring out the nature of East Asian economies is one of the hot topics in the social economy agenda. With the fast development of the global economy and internationalization of MNEs, outward foreign direct investment has become a significant element in the economic world and it is drawing intensive attention from the governments of several countries. This thesis sets the background in the East Asian economies by taking China and Japan as examples and focuses on the state support from a comparative and historical perspective to study the common points and differences shared by the two Asian supports models.This thesis consists of three main parts. The first part will review the condition of Japanese and Chinese OFDI respectively and summarize the relative literature about OFDI and government presence in the OFDI. The second part will depict and compare the differences as well as similarities of the policies on outward FDI in Japan and China from the comparative and longitudinal view, then analyse the existing problem in the China’s policy regime and suggest what China could do in order to further promote and support OFDI. In the third part, one case will illustrate how the Chinese government is involved in overseas operation of a SOE, besides the support policies mentioned in the second part. The thesis concludes with a discussion on Chinese and Japanese OFDI support models, wherein we call for more involvement of private sectors to improve the dynamicity of Chinese economy.
