| Today the internet "micro era" changes the information environment enormously. Following government websites and government microblogging, the government wechat as a new media tool doesn’t only change the public’s way of thinking, but also change the pattern of the government’s public service. Government wechat with its unique advantages will be included in the Chinese government website performance evaluation index system, to get through the channel about "Talk between the political and the people on the fingertip". Holding the text, voice and video capabilities, government wechat give full play to the new media tool’s public service characteristics on full-time dissemination, global spread, national transmission and full spread. Therefore, government wechat public service is significance for our country to build a service-oriented government.The paper aims to research on the public services of government wechat, and explores its transmission and the effect from three aspects about "Primary Effect", "The Butterfly Effect", "Long Tail effect". Basing on the analysis of government wechat public service, it will be inferred its advantage by traditional public service and government wechat public service for comparison.It is worth noting that, with the promotion and application of government wechat, the Guangxi government wechat emerging a lot of problems such as uneven content, bad interaction effect on officials and the public, flawed with many missing links on registered certification aspects and poor on rumor function. However, review of the literature, we found that the academic community in recent years for the study of new media applications, mainly in the government microblogging and e-government. Because of the shorter introduction, the government wechat lacks to research. The paper aims to explore the current development of Guangxi government wechat as "Nanning police" for an example, and finds out the estrictraint reasons. A fundamental lack of reason is the power to civil servants with the new media causing by the official standard concept of serious effects, lack of training of public servants specialized course in information technology. Second reason is talent, the civil service examination system for professional restrictions, resulting in a shortage of information professionals in government agencies. Finally, the reasons are network security and faulty national legal systems.For these reasons, the paper finally sided with the government, civil servants, public, third-party platform Tencent’s perspective to analyze the role of each of the roles played and how to promote the construction of Guangxi government wechat. Through analysis and feasibility studies, the main conclusion is that:the government uses of micro-channel group to achieve three-dimensional spread, publish content, response system, online and offline services form daily service standards, improve administrative efficiency, to stimulate Public interest in political participation. Establishment of government wechat public service evaluation system, to provide objective data to support government agencies to improve the health of government wechat enhance public services. In terms of public service, focusing on professional services team to create, enhance service awareness, improve the ability to network public opinion, will be serving the people wholeheartedly implemented. In the public areas, first, the public satisfaction evaluation system into government wechat to the public the most direct experience of service effect as the evaluation criteria of government wechat public service effectiveness; followed by the oversight role of the public, for the country’s development escort. Tencent company firstly needs to make certification standards for government wechat, and establishs of government wechat reporting and punishment of regulatory mechanisms.
