The Research On The Exit Mechanism Of Public Rental Housing In Our Country

Affordable housing system is an important part of social security system in our country, its operation with the success of the perfect degree of the social security system. Since December 2013, the Ministry of Housing and Urban-Rural Development(MOHURD) enacted Notice on Merger Operation of Public Rental Housing and Low-rent Housing to include low-rent housing into the public rental housing system. As a new kind of housing security system, public rental housing has attracted more and more attention and exerted a profound influence on the construction of China’s housing security systems. Under the background of the merger operation of housing systems, this issue will become more complicated. As a result,the research on the exit mechanism of public rental housing will be of great significance to the handling of idle public rental houses and the violations. Zhengzhou is one of the cities that implemented the merger reform of public rental housing in China at an earlier time as well as one of the few cities in which three-in-one reforms took place. In this paper, with Zhengzhou City as an example, the author analyzes the status quo of the exit mechanism, summarizes a series of existing problems in this mechanism and concludes that lack of legislation, false information and lack of social supervision and civic consciousness are the major problems in the exit mechanism of housing. Further, by referring to domestic and international experience, the author proposes appropriate countermeasures to improve the exit mechanism of public rental housing. Next the article analyses the deep reasons behind these problems, and gives the corresponding solution countermeasures according to the results of the analysis. In view of Zhengzhou city public rental housing reform earlier, this as the public rental housing in the city in our country, especially in large and medium-sized cities to exit the field has the common representative, so the article, on the basis of reform sample in Zhengzhou city, to our country public rental housing as well as the exit mechanism of perfect further exploration, and formulated the law, safeguard object, put forward the reform suggestion to the system construction, these Suggestions not only for the perfection of public rental housing exit mechanism in other cities have a certain reference value, but also improve the applicability of the paper conclusion and theory value.
