Housing is a basic right of every resident should enjoy, with the development ofreform and opening-up, our housing have been mainly rely on the welfare housingdistribution to enjoy the right to housing and development mainly rely on the market tobuy access to housing ownership, but the rising prices have seriously beyond mostpeople’s purchasing power, so that they can only "at the housing helplessly". Then thecountry will need to use the government intervention to regulate the market,to meet theresidents of housing aspirations. In recent years, the country through uninterruptedexploring, has been formed to public rental housing oriented housing security system.Implementation of the system of public rental housing security can alleviate thepressure of housing residents to a certain extent, to guide residents reasonableconsumption, restraining house price rising in a certain extent.Public rental housing is a government funded the construction of housing orthrough to the enterprise to provide some preferential policies to encourage theconstruction of public rental housing, available to low-income families living in theform of rental, the purpose is to solve the housing problem of low-income families. In2014, the provisions of national low rent housing into the scope of public rental housing.This will make public rental housing safeguard scope expanded to all the difficult underlow-income groups, including new employment of staff、 migrant workers、 newgraduates, etc. But the country’s public rental housing is limited, and huge safeguardpower demand is difficult to satisfy, so the reasonable formulation of public rentalhousing exit mechanism is particularly important.
