Research On The Problems And Countermeasures Of Administration Operation Mechanism Of New Functional Districts

City new functional district,which can accomplish the specific economy and social management missions efficiently by innovative functions orientation and preferential policies.It combines local resources and efficient administration operation mechanism and renews many aspects including regional economy and trade,innovation,ecological protection,etc.Although the new functional district plays a key role in urban economic and social development,its administration operation mechanism problems are increasingly pressing with the accelerating urban and district development.It is an important issue to disrupt the regional interest obstacle and integrate administrative competences and regional resources for maintaining the high-efficient administration operation mechanism.As a new district of Shenzhen,Dapeng New District made important contributions to Shenzhen's economy and society in recent years.With the accelerating reform,its administration mechanism needs to make a transformation.This thesis takes Shenzhen Dapeng New District as researching case,it puts forward the target-oriented countermeasures to its administration operation mechanism problems and helps the future development of city new functional districts.Based on government function theory and limited government theory,this thesis applies field researching method to analyze the problems from the three aspects: Dapeng New District administrative committee,the routine power and the financial power's division and personnel allocation.The problems of the above three aspects include the weak general control,function inversion,the mismatching of routine power and financial power,and inappropriate personnel allocation.This thesis points out the reasons of series problems including institutional barrier,isomorphism barrier and departmental benefit barrier based on the theory of government function.At last,it explores the specific countermeasures to optimize Dapeng's administrative operation mechanism,and these countermeasures includes perfecting the institutional environment,constructing the coordination mechanism,strengthening the supervision and restriction mechanism.And in this thesis,the author hope to provide experiences to other new functional district for optimizing its administrative operation mechanism.
