The Research On The Function Of The Government In The Management Of Urban Commercial Districts

Commercial district is an important carrier for the production and transaction of urban commodities and services,as well as a social activity center,a business core and a tourist center.At home and abroad,the construction of commercial district is regard as an important window to display urban culture,improve the quality of life and promote economic development.In this context,a batch of commercial blocks have sprung up like bamboo shoots after a spring rain.However,in view of its development in recent years,the development space of the commercial district is limited with the rapid development of urbanization,and the internal and external environment has changed.Many urban commercial districts are not only failed to achieve the expected effect,but face many new bottlenecks in development.Reviewing the development of commercial district,the role of government is irreplaceable.Local economy can't be separated from the development of commercial district,and it is the duty of the government to create a good environment..At present,the optimization and upgrading in management of commercial district has become a normal state.The government departments have encountered new challenges in the district management.From the perspective of public management,this paper take the government function as the research object,apply the theory of government function,public product and public governance.According to the historical process,this paper expounds the main contents and trends of government management functions in the development of commercial district both at home and abroad.It summarizes the functions of the contemporary government in the management of commercial district,including strategic planning,regulating economic operation,provide public services and safeguarding market order.On the basis of defining the concepts of commercial district and government function positioning,this paper attempts to summarize the the role of SuQian municipal government in the management of the city's commercial districts,analyze the main problems and their reasons,through the analysis of the management model in Chu street,Xingfu Road and Renhengli,by questionnaire survey,comparative analysis and field research.Meanwhile,combined with advanced experience of local government in management of commercial district both at home and abroad,this paper offers some suggestions for management and administration by activist government,conform the market rules,multiple governance subjects,strengthening market regulation.
