Research On Innovation Of Guilin High-Tech Zone Management System Under The Pressure Of The "Third-time Pioneer"

High-tech zone administrative system refers to the organization form and administrative methods of the construction and operation management for the high-tech zone by the government, including the choice of administration mode, the definition of administrative functions, the establishment of administrative organization, the operation mechanism, etc. High-tech zone in our country is a scientific and technological park where technology and economy are in close integration. It is an administrative area with special development condition under innovation system and preferential policy. Its particularity is to rely on the government policy to promote the development of the implementation region. In order to guide and promote the development of hi-tech industry, both of the purpose of its establishment, administration authority of the administration committee; the establishment of the administration organization and the administration system should be different from the general administrative area in both of its content and form.After 20 years of development, Guilin high-tech zone has become Guilin’s window opening to the outside, test field of system reformation, and the growth pole of economic development. In order to establish a administration system in line with the market rules and the reality of the region, Guilin high-tech zone has been carrying out the exploration of administration system innovation while promoting the economic development. Since its establishment, the evolution of the administration system can be roughly divided into three stages:coordinative administration mode of administration committee at the start up stage, the quasi-governmental administration mode of the administration committee as an agency at the development stage, and administration mode of the "combination of administration region and the high-tech zone" at the transformation stage. After the Eighteenth National Congress of the Communist Party of China, the 105 high-tech zones in China will focus on the deepening of reform, and a competition situation will be established. The research of a system mechanism in favor with both of the development of science and technology and social economy became the main target for all of the national high-tech zones after they entered the "Third-time Pioneer" stage in 2013. Guilin high-tech zone ranks in the lower middle position among the high-tech zones in China. As the test field for national tourism industry reform in Guilin, a comprehensive reform pilot area for national service industry and the backbone of the construction of international tourist resort, Guilin high-tech zone must try to build itself into a national innovative park with its own distinguishing feature during the "Third-time Pioneer" stage. The basic problem of all kinds of chanllenges during the "Third-time Pioneer" stage is the administration system which should be highly valued.Due to the influence of China’s all-powerful government historical inertia, the government does not have a fundamental change for its administration concept and the concept of a service-oriented government has not been established, in addition, the administrative authority is unstable with a big flexibility. As a result, many problems exist in the current administration system of Guilin high-tech zone. The further development of Guilin high-tech zone has been set back by a series of problems in administration system listed as follow:indeterminate legal status of the administrative subject for the administration committee, defficiency of the transformation of management function of the government, double-track system exists for administration authority, a sign of system reset for the organization structuring, malfunction of the internal operating mechanism and unsound intermediary service system.How to solve the problems existing in the administration system and carry out reform and innovation of it in Guilin high-tech zone in order to meet the development requirement of the new circumstances and to provide important guarantee to catch up with advanced high-tech zones is the improtant practical subject to be solved.Based on the review of the development of the administration system of Guilin high-tech zone, the current administration system of "two-in-one" for Guilin high-tech zone and its existing problems have been studied from the angle of combination of theory with practice. It is concluded that Guilin high-tech zone should learn from the other high-tech zones’ administration experience and take the following measures to solve the above mentioned problems. First, the legal status of the administrative commitee must be determined and the legal safeguard mechanism of administration by laws must be established; Second, the governmnet should accelerate its function transformation to construct a service oriented government; Third, the organization structure should be optimized; Fourth, a well-qualified administration team should be built by reform of personnel system; Fifth, a leaner and efficient internal dynamic mechanism should be established; Sixth, social intermediary service system should be improved and the intermediary organization should be more involved in the public service.
