Now, basic public service supply in our country presents low quality and non-equalization, which not only destruct social justice and equity, but also prevent the improvement of economic benefits and thus seriously hinder the further development of economy and society. Coming back to the developing history, fragmentation, blurring and inharmonious of standard are the significant reasons for non-equalization and low quality of basic public service. Both of the present theory and practice indicated that a scientific and reasonable standard is the premise of the healthy development of the basic public service.The existing literature show that, many experts start to study the standardization of basic public service. These study mainly focus on the worth and significance, top design, technique and empirical research of the basic public service standardization, and so on. However, there are much more research on the standardization of lateral process than that on the vertical aspects; there are much more research on the government supply functions and supply ways than that on the public needs and public participation; there are much more functional abstraction than intuitive model. These existing issues are the direct motivation for us to carry out the research in this thesis.Supply and demand of basic public services are studied based on the idea of standardization in this thesis, in which the subject reason and significance are analyzed as well as the research interests and methodology are established. Starting from the basic research, we compare and interpret the public service and basic public services, standard and standardization, standardization of basic public services etc. Through the generalization of basic characteristics for standardization of basic public service, it is deemed that the standard exhibit some basic features such as justice adjust score, response to citizen’s demand, basic law of fuzzy adaptation and dynamic development, government-dominant, variety of standard and so on.As a scientific administrative tools, standardization of basic public service is a complex dynamic process. Based on this acknowledge, standardization of basic public service is deeply investigated and studied from the point view of vertical and lateral aspects. For the lateral aspects, it shows the phased developing process of standardization of basic public service, which means that the standardization is indeed a procedure including the display of standard demand, research and evaluation, constitution and announce, management and supervision, evaluation and adjustment. There are specific substance and target in the standardization process of basic public service for each procedure, in which many different function works. As for the vertical aspect, it present the relevant facts of standardization in the same period for each procedure, indicating that standardization is also indeed a complex of the interaction among many correlated factors. The involved key factors can be summarized as subject, supply and demand, worth, theoretical model, technology and institution, which respectively represents subsystem of the basic public service standardization. The six key factors are respectively answers to the core questions that what is effecting and dominating of the standardization, what is the target of the standardization, what are the precipitating and motivate factor, what are the basis and strategy and what are the foundation and guarantee of the standardization.The 6*5 model containing the vertical and lateral aspects of basic public service standardization is established to reflect the relation between every stage and every key factor of basic public service standardization. This model is introduced summarily and the significance of the model construction are also interpreted. We believe that the construction of this model is the complements of the standardization theory, which could enhance the comprehension and participation of people to the standardization. It is also helpful to speed up the construction of the service system of the standardization and the reference for the government to improve the basic public service standardization, and so on.
