In America’s unique political environment, its think tanks play a very important role in the national strategy design and foreign policy making process. It can be attributed to their abundant professional talents, well-equipped conditions, and advanced operating concepts. Since entering the new century, China’s comprehensive national strength has been growing rapidly, in what ways should the world’s only superpower, the United States, accommodates China’s rise becomes a heated debate. America’s think-tanks also hold various opinions. In order to find a solution to avoiding getting trapped in the Thucydides trap which believes competition will eventually make existing powers and emerging powers go to war, China proposed a new type of major-country relations in the twenty-first century. The characteristics of this new relationship are reflected in the following: promoting mutual understanding and mutual strategic trust, respecting each other’s core interests, conducting mutually beneficial cooperation, strengthening coordination and cooperation in international affairs. The study of America’s think tanks will help us predict the direction of America’s foreign policy as their tendency towards this proposal will have a great impact on American government’s foreign policy making. America’s think-tanks and its roles are introduced in the first chapter. Starting from introducing the background, definition and characteristics of the new type relations between major-countries, the different opinions of America’s think-tanks on this concept are analyzed in the second chapter. Think tanks’ specific methods approaching foreign policy making are analyzed in the third chapter. In the last chapter, suggestions on China’s counterstrategies are put forward. |
