In recent years, the Theory of Global Commons are focused on actively by the Obama Administration as a theoretical concept, which is so popular that it is becoming one of the theoretical basis for the Obama Administration’s Global Strategy. It includes four large spaces-high seas, space, polar and cyberspace,etc.Among them,the Global Ocean Commons still stand the burden of the world’s security and economic prosperity because of its long tradition and broad economic strategic value. Since the21st century, with the rise of the big emerging economies, the strategic shift of America and the instable rise of the Indian Ocean region, the economic and strategic value in the Indian Ocean are paid more and more attention to by the international community. Guided by the Global Commons, the United States focus on the Asia-Pacific region. Meanwhile, It began to notice the interest of the Indian Ocean region. How to understand the Global Commons concept? What are the strategic adjustments of Obama Administration to the Indian Ocean? What are the effects on the Indian Ocean in the future? This paper firstly makes a review on the historical evolution of Global Commons and the Indian Ocean Strategy of the U.S.A, then probes into the background of the Indian Ocean strategic adjustments of the Obama Administration, main contents, specific measures and the strategic intention, finally analyzes and values the Indian Ocean Strategy of the Obama Administration and the impacts on China in future.Based on the connotation and characteristics of the Global Commons, this paper argues that the Obama Administration’s Strategy in Indian Ocean was made adjustments based on the theory of Global Commons under the condition of economic recession in the United States, belonging to the Re-balancing Asia-Pacific Strategy. It made the maintenance of the Indian Ocean and maritime security domain (sea lanes and channel security) as the core to balance the influence of China in the Indian Ocean, adjusted the US-India Relations and strengthened US-India alliance as a breakthrough point, to reconstruct the small maritime bilateral and multilateral cooperation mechanism of the India Ocean, and carried out joint military exercise in sea, military technical assistance as the means, trying to use smart power to finally realize the United States’interest in Indian Ocean and keep the sustainability of the region’s maritime hegemony. America’s strategy in Indian Ocean will make negative effects on China’s interest in Indian Ocean. China must adapt to the situation, seize the opportunity for public domains and actively create its own concept of Global Commons in Indian Ocean. Meanwhile, China should make the new security concept as a starting point and continue to better maintain its interest in Indian Ocean.
