Research And Countermeasures On Shenyang Urban Traffic Congestion Management In Perspective Of New Public Management Theory

With the rapid development of the city, land resources are extremely scarce which lead to more and more traffic jams. The so-called traffic congestion owes to two aspects. On the one hand, thanks to the improvement of people’s living standard, the private car has gradually become life necessity; on the other hand, the road carrying capacity is limited. When the car flow exceeds the highest capacity, It will cause congestion, even traffic accidents which influence citizens’ regular travel. We always see the government build roads continually, widening the road and bridge, but it still can not meet the increasing transportation demand. What’s more, the emission pollution and noise from vehicle has seriously influenced citizens’ normal life which is against large-scale city construction. Thus, to solve the traffic congestion problem is a severe challenge for every citizen and government manager.The new public management puts forward introducing private sector management methods and competition mechanism to the government public sector, for example, emphasizing the efficiency of public services to satisfy the citizen demand; emphasizing the dominant power and bottom-up to top-down autonomy power interaction; and paying attention to cutting government structure and the low cost operation. This new public management idea breaks the traditional form which provides a brand-new perspective for rethink the Shenyang traffic problems.This paper is based on the new public management theory, according to the literature study, investigation and integration analysis to explain the problem. The introduction introduces the current research situation, research significance, urban traffic congestion at home and abroad, the research method and innovation points. following it the author then introduces the characteristics of the meaning of traffic jams and new public management theory and describes the application of new public management theory to urban traffic congestion management.Secondly, this paper expounds the practical part of traffic jams governance. According to the analysis of the current situation of management of traffic congestion in Shenyang city and the existing problems, the author points out that the reasons of problems of traffic congestion management. Finally, the author applies the new public management theory applied to process control traffic jam in Shenyang city and come up with some specific and feasible measurements and suggestions to solve the traffic congestion management of Shenyang city.
