The most three important dimensions of communication problems in the villages and towns civil servants'work are: communication problems between the villages and towns civil servants and farmers, the problems of the horizontal communication in the villages and towns civil servants, communication problems between the villages and towns civil servants and municipal leaders. We can summarize the common in these three dimensions of the most important communication problems: lack of fairness and justice of communication and communication not achieving dialogue between the subjects. This directly affects the progress of the township work ,the implementation of grassroots democracy in China and the construction of harmonious society.Firstly, this paper will deepen the concept of communication to communication idea and then grasp the connotations of communication idea , starting from the main principle of communication and interaction so as to shape fair and just communication. At the same time, the fairness and justice of communication is also the logic of the main line of the article. Thus we can promote the communication subjects to have a dialogue and understand each other, in hope of resolving the communication problems in villages and towns civil servants'work.This article is divided into five parts: the first part is the introduction, outlining the significance of the topic and describing the innovation of this article briefly; The title of the second part is the general concept of communication and the special connotations of communication in villages and towns civil servants'work. This part firstly summarizes the general concept of communication ,then introduces the definition of villages and towns civil servants and finally describes the three important dimensions of communication problems in the villages and towns civil servants'work; The third part explores the idea of communication in a more in-depth theory so as to provide the communication problems with theoretical bedding. This section firstly explains the concept of conflict theory as the origin of communication, then explains how the idea of communication in modern society guides communication problems in villages and towns civil servants'work and finally focuses on the ethics of Hagerman's theorical design of communication processes to ensure the fairness and justice of communication. The fourth part expands interpretation of modernity of communication problems in the villages and towns civil servants'work from the reality of our contemporary of the new situation. This section describes the new situation which the villages and towns civil servants meet and introduces the statue of communication problems in the villages and towns civil servants'work. Subsequently, this part analyses the causes of poor communication in the villages and towns civil servants'work. The fifth section presents the path to solute communication problems in the villages and towns civil servants'work. First, create a good rural environment for the communication work of villages and towns civil servants.Second,strengthen communication"internal strength" of villages and towns civil servants. Third, be committed to fostering civil society to solve the communication difficulties between the villages and towns civil servants and the peasants from the root. Fourth: make a good use of organizational culture to solve the horizontal communication and upward communication problems in the villages and towns civil servants'work.
