Towns under the national development and reform of the civil service and the construction of the first line, stimulating their entrepreneurial initiative and creativity is a national governance system and the basis of management modernization project.Therefore, how to arouse the enthusiasm of rural officials have always been highly valued by party committees and Governments.However, to see that in practice,rural officials not as, slow, messy and a, sinecures, mediocre lazy floating soft, such as occurred, in the villages and towns on the motivation of civil servants, both are encouraging or negative incentives there are still some deficiencies, subject to further mature and perfect.By J Township, Sichuan province, the motivation of civil servants basic field research can be found: the main incentives for civil servants are training,compensation, evaluation, promotion, rewards and punishments, etc. Five ways. Most civil servants think this unit staff's work enthusiasm degree, demand of different types of civil servants to incentives are different; The problems existing in the township civil servant incentive is that pay for improvement, evaluation method need to refine and rank promotion should be more open, education training to comprehensive assessment of work and living environment improvement, more need to carry out the rewards and punishments. Improve the township civil servant incentive, the basic idea is to establish respect individuality, fair and consistent aim, the combination of material and spiritual reward motivation concept, by strengthening the ideological and political education, improve the wages and benefits the normal growth mechanism,perfect the science promotion mechanism, perfect appraisal system, exploring the negative motivation enforcement mechanism, perfect the training system, perfecting the township civil servant incentive measures such as improving the environment.The paper is organized as follows: in the introduction part of the account of the background, clarifies the theoretical and practical significance of the topic, and some examples of the domestic scholars relevant research and national level incentive township civil servants in a number of policies, proposed the research mentality and the method, of township public provided concept and incentive are briefly described.Possible innovations. The second, third, fourth part mainly in J District, the township civil servant management practice as the background, introduces the j District, thetownship civil servant incentive situation, and select the four with representative towns civil servants(urban, agricultural, industrial, half of the city town type) as the sample, through questionnaire investigation, interview and other forms, mainly from the political, material and spiritual, assessment incentives and other four, four aspects of rank, gender, age, type of the township civil servants incentive system existing problem and its causes analysis. On this basis, it puts forward the effective measures to implement the township civil servant incentive.
