A Study On The Risk Management Of Confidentiality In The Development Of The Security Assessment System For Detainees In Nanning Detention Centers

Currently, China is in a critical period of building the moderately prosperous society in an all-round manner and in a transitory period of social development when various social conflicts are increasingly prominent. With China’s development of legislation and increasing efforts in administering law and order, as an important part in safeguarding public security, the detention centers share more responsibilities and roles in maintaining social harmony and stability. Now the number of detainees remains at a high level and continues to increase. Coming from different walks of life, these detainees committed crimes or broke the laws due to social conflicts. This brings different degrees of impacts to detention centers. Now directing and managerial departments in Chinese detention centers pay much attention to the research on how to improve the managerial capacity of the centers and prevent all kinds of public security accidents. Because the detention center is a special department where lots of information shall be kept confidential in its daily operation, construction and development, if such information could not be protected efficiently, accidents and criminal cases would occur in detention centers, hindering the safety of the centers and social stability. Therefore, in the process of project development in detention centers, it is essential to promote and put into practice the risk management of confidentiality.The thesis firstly introduces the status quo of the development, construction of detention centers and management of detainees in Nanning. In order to improve the managerial capacity of detention centers, it is necessary to do research on and develop a security assessment system for detainees based on the current information management system. As such project is carried out by technological research and development enterprises authorized by relevant directing and managerial departments in the detention center, there are security risks for the confidential information involving in the R&D process. Then the thesis examines and analyzes these risks based on professional knowledge on project management to achieve the results of relevant factors of these risks. After an assessment on the results, it can be concluded that the risks of breaching confidentiality do exist but are still under a controllable level. The thesis also proposes come measures to control the risks in the R&D process of the assessment system, which can be beneficial for the future improvement in supervision and management in the project R&D process and for minimizing the possibility of breaching confidentiality.
