Construction Of Urban Public Security Risk Assessment Index System And Empirical Study

The city is an important symbol of the development of human civilization and lays a solid foundation for the further development of human civilization.After thousands of years of development,the city has become the center of human production and living,and a gathering place for resources and human resources.However,with the accelerating process of urbanization,the challenges faced by urban public security have become increasingly severe.Various risks have not only brought about casualties and property losses,but have also had far-reaching adverse effects on society.Therefore,risk management research came into being,and risk assessment research is at the forefront of risk management research.Therefore,starting from the theories of public safety management and risk assessment,this paper expounds the concepts,relationships and research scope of urban public safety,risk assessment,vulnerability and protection capabilities.Based on the analysis of the domestic and foreign research status of urban public safety risk assessment,this paper puts forward the research content,research purpose,research route,innovation factor analysis and research method of weight right determination.At the same time,based on risk analysis theories,methods,and principles,identify and analyze the risks of urban public safety,start from the two dimensions of urban public safety vulnerability and protection capabilities,and construct a more practical " vulnerability-protection capability" risk assessment model.This paper takes urban public safety as a macro background and empirically studies the urban public safety risks in Hangzhou.On the one hand,based on 51 benchmark indicators for seven years from 2010 to 2016,factor analysis is used to extract the principal components of the index system and compare them.The qualitative evaluation of Hangzhou public safety risk,the scientific nature of the detection model;on the other hand,the safety scores of each index calculated based on the factor analysis weighting method,a quantitative comparative study of Hangzhou's time and verticality over the past seven years,the study shows that Hangzhou City in seven years Public safety has been continuously improved,especially since 2015,the public safety of the city has increased significantly.Based on the theoretical and empirical study,put forward the recommendations and countermeasures for the five guarantees of the “Policy,Resources,Information,Technology,and Education” urban public safety system.The establishment of the urban public safety risk assessment index system in this paper lays a theoretical and model basis for urban risk assessment,and provides quantitative tools and quantitative methods for public safety risk assessment in other cities.
