Research On Community Governance Of The External-Region Of Shenzhen Special Economic Zone Under The Background Of Integration

For a long time, Shenzhen special economic zone was divided into "Inner-Region " and "External-Region". Due to the division, the community governance of Shenzhen has been in a dual structure. On one hand, the development of Inner-Region is relatively mature, the public administration and service are quite perfect, the population scale is stable and all these represent a high level of development. On another, with a growing transient population, the external region of special economic zone has a poor public service that cannot meet the needs of community governance. What’s worse, some low-end industries gathered around, which directly leads to the complicated and diversified trend. In May,2010, the State Council officially approved the Shenzhen special economic zone to expand its territory; thus, the range of special economic zone expands to the whole city. In the same year, Shenzhen government formulated the "Shenzhen Special Economic Zone Integration Development Plan", which represents Shenzhen has transformed into a great special economic administrative region. The development of Shenzhen Special Zone integration perfectly improves the level of the external-region governance, and provides an opportunity to break the dual governance structure as well.In this paper, I have studied the community governance theory and referred a lot of practice at home and abroad. Then I summarized Shenzhen Special Economic Zone’s mode:Four stages of community governance reform and five types of community model. In order to figure out the governance rules, I chose Phoenix community as a typical case which has research value. At the very beginning, I analyzed the Phoenix community’s historical evolution, the economic base, the population structure, the background and the existing problems; In addition, I also looked into the Phoenix community particular condition and comparative advantage so as to deconstruct the mode of "multiple-work" Furthermore, I’ve searched into the achievements of community governance as well as the realistic predicament.On the basis of analyzing the typical cases, this paper goes further into four problems of the external-region of special economic zone in community governance, these are:the direction of reform is not clear enough; the management system is not scientific; the public resource allocation is in disequilibrium; the development of social organization is lag. Based on the conclusions above, this paper elaborates the goal of perfecting the external-region community governance. According to the principle of practicability and maneuverability, this paper puts forward nine specific measurements: promote the construction of "limited-government-great-society"; advance the contract management; integrate the community governance resource; improve the residents’ autonomy; develop the collective economy; balance the basic public service.
