Organizational capacity is an important basis for the existence and development of an organization, the organization will directly affect the ability to achieve the goals and objectives can effectively organized. Red Cross charity as an important force in the lives of the poor, humanitarian aid plays a pivotal role. Good organizational skills are the cornerstone of its philanthropic activities to promote social progress. Therefore, the organizational capacity of the Red Cross is both an important indicator to measure the organization’s own development is an important measure to follow the entire community charitable level. Currently, the role of H provincial Red Cross in promoting economic and social development is significant, but in the development process needs to be improved, there are still some places. In this study, organizational capacity building as a starting point, the core elements of the development of the organization to be specific quantitative targets and scientific evaluation, starting from the operation of the organization of specific issues, identify problems and deficiencies occurred in operation, the analysis on the basis of the entire charity cause problems and the further development of obstruction. From the microscopic mechanism of optimization to find the perfect guide the development of a whole new idea of the Red Cross.This study is divided into an introduction and three parts.The introduction to clarify the origin of the study, the purpose and significance of research, presentation and overview of academic research to be relevant literature review, identify research methods, writing the framework of this article to explain innovation.The first part is the brief introduction of the structure and functions of the Red Cross. First, review the development process of the Red Cross on the basis of the mode of operation and internal governance structure of the Red Cross conducted a comprehensive analysis summary. On the basis of combining with the development of H, the H development process, the provincial Red Cross organizational scale, mechanism is discussed in detail. Secondly, the basic set in the clear mechanism, summarizes the function of the Red Cross to provide reference and responsibilities, paving the way for the evaluation of the follow-up organization ability.The second part is the evaluation of the H Red Cross organization ability. First, based on a scientific evaluation methods is indeed the spirit of independent, objective and impartial assessment principles, combined with the actual H province, five in accordance with the organizational capacity assessment,89 indicators, each sub-grade from low-grade to turn divided into A stalls, B stalls, C files, D files, E stalls, the organization conducted a thorough combing ability and evaluation. Secondly, the ability, organizational capacity exists H provincial Red Cross, and the relationship between the parties and resource mobilization, implementation capacity, the ability to develop the basis for assessing the results of a comprehensive analysis of the problems and shortcomings pointed out the existence of organizational capacity.The third part discusses the measures to further deepen the reform of the Red Cross. Combined with the concrete practice of H Red Cross, constructively put forward a sound management system, rationalize the relationship management; improve the working mechanism, puts forward some measures to enhance the governance capacity of the two aspects of the Red Cross.
