With the 30 years’ exploration and practice, it attracts worldwide attention and gain great achievement, which is far-reaching influence for rural China, and even for social development, economic society and comprehensive progress. However, since entering into 21’s century, the rural areas are fluxing. The form of self-government whose subject is villager committee is facing a lot of challenge, which are the formalization of democratic election, the surface of democratic decision-making, the lack of standardization of democratic management and democratic supervision. The challenge above result in the system being idling conditions.In this paper, take the Qianfen Council of Guangxi Jintian Village as a case, by analyzing a large number of field survey materials to show transactional background Council, and to expand the operation and function of the process set up, and then explore the internal mechanism and operation of the logic of such Council, operational effectiveness of the traditional autonomy of villagers to solve the problems and impact transactional Council villager autonomy will bring the core issues.
