Council:to Activate The Inner Motive Power Of Rural Development By Villager Autonomy

Villager autonomy is a great initiative in the process of the development of rural social in our country. After practice of more than 30 years, the rural grassroots governance has happened fundamental change. However, in recent years, the villager autonomy begins to face many difficulties. In order to make the rural governance get rid of the period of bottleneck, stimulating the vitality of rural society becomes the main focus of the villager autonomy, and the emergence of a growing number of local NGOS is the effective carrier of the villager autonomy, which activates the intrinsic motivation of rural development.This paper, taking the villager council of Jiuling village in Guang dong province as a study case, using the method of in-depth interviews and documentation, through the analysis of a large number of field investigation, shows the background、establishment、 operation、maturity of the villager council. In the background of current rural development mainly relying on external forces, the article focus on describe how the villager council prize the endogenous power to realize the village construction and development. Article shows that interest is the inner material power of villager council to activate the rural development. As the farmers share common public facilities and public services, farmers have the most closely linked interests around the village council. It is the benefit that activates the enthusiasm of the villagers to participate in the construction, which promotes the development of the village. Culture is the inner spiritual driving force of the development of the rural area. The traditional culture shapes the identity consciousness of the villagers, and on which basis it produces endogenous power to attract each other. From this, culture stimulates the inner spiritual power of villagers’ participation in village construction and development.At the same time, the study found that, among autonomous organization, autonomy motivation and the effect of autonomy, the perfect degree of the autonomous organization is positively correlated with autonomy motivation. Autonomy organization, autonomous power are closely relative to the degree of village development. Autonomy organization of Jiuling presents the"ancestral temple--the clan council--the villager council", then the endogenous power of villagers has been gradually activated. So,villagers’ self-governance results shows the change of "low-medium-high". Therefore, based on benefit connection, traditional culture and the efficacy of villagers’ autonomy, this paper argues that, the higher of benefits-linking and the better of traditional culture condition, the stronger of villager autonomy endogenous power, the better of the effect of villagers’ autonomy.
