Research On Emergency Management Pattern Of Local Government In Natural Disasters

China is a country prone to natural disasters, particularly in recent years, natural disasters have to China’s economic development and people’s property safety brought serious damage. Strengthen the prevention of natural disasters, improve the ability of emergency management of natural disasters has become China’s most urgent task. This paper starts from the connotation of natural disaster emergency management pattern and the characteristic, analyzes the connotation, characteristics and types of natural disasters, according to these characteristics to put forward the management mode of natural disasters, referring to foreign experience of natural disaster management, put forward the solution for the existing emergency management of natural disasters in China. I believe that this paper will provide some reference on mode adjustment and development for local governments China when they face to emergency management of natural disaster.In addition to the introduction and conclusion, the thesis consists of four parts.I Connotation and characteristics of emergency management of natural disasters.The concept, characteristics and value of the main part of natural disasters, and on this basis the connotation of emergency management of natural disasters, the characteristics and composition analysis. In the emergency management of natural disasters, as the subjective initiative of prominent local governments on natural disaster emergency management need to emphasize the leading role in the management process, from the development of contingency plans, emergency evacuation to emergency rescue should have a clear plan, to harm certain containment of natural disasters, to avoid the natural disasters occurs because the emergency management of local government problems caused by damage and loss greater. Emergency management system of natural disasters has been very mature experience in foreign countries, especially the United States and Japan two countries, there are laws and regulations quite perfect in prevention and early warning, emergency relief, post-disaster reconstruction of disaster management, help is a system, emergency response capacity has quick response.
