Research On The County Government's Emergency Management For Natural Disasters

In recent years,the major natural disasters in C hina have occurred frequently,and China's natural disasters mainly contain flood,typhoon,drought and earthquake disasters.Those natural disasters have caused huge losses in the people's lives and property.As an important component of national governance system,county government should have the ability of the first-time emergency management to counter natural disasters.Simultaneously,the county government should have to control the occurrence of disasters and to minimize the losses caused by natural disasters.It is the responsibility of the county government to ensure the county's political stability and economic development,so as to protect the people's lives and their property.Based on Funing County as a field research point,this paper try to analyze the case of the Grave Tornado and Hail Disaster on 23 rd June 2016 in Funing combine with the theory of emergency management,and summarize the experiences and lessons from the county government to cope with natural disasters and the problems existing in the management process.Meanwhile,it can propose the corresponding improvement suggestions.This paper is divided into four parts.The first part introduces the background and research significance of this paper,then expounds domestic and foreign research review,research methods,the creative ideas and shortages.This part also elaborates the relevant concepts and theoretical basis of natural disaster emergency management,and makes an in-depth analysis of the current situation of emergency management system for natural disasters in local government at the county level.The second part,as an example of present situation of the 23 rd June natural disaster emergency management in Funing,it expounds the geographic situation of Funing region,and what negative effects the disaster brought on the local region of people's lives and property security,public facilities,and social development.The third part,through field research in Funing,the local government in responding to natural disasters has taken important combed and summarized experience.In contrast,Funing government in crisis response still has some problems and the insufficiency,and the reasons will be analyzed in the paper.The last but not least part of this article,aiming at the status quo and problems in Funing loc al government emergency management,and puts forward targeted suggestions to make sure its emergency management system operate stably,and have a more effective result.
