As a special and easy to neglect and disadvantaged group, China60years old silver agegroup facing the source of income of narrow, low level of culture, health conditions of thedecline of reality. In fact, the groups of the mountainous countryside have a relatively goodphysical fitness, and hard-working, honest, has a wealth of experience in agriculture,processing industry engaged in hand. With the rapid development of farmhouse, driving andother related green industry in recent years, if combined with local resources, broaden theirhorizons, learning and the introduction of advanced development concepts, and then giveproper guidance and support, there will be more and more channels and potential can betapped to help the groups in revenue, income, improve self-hematopoietic capacity of thegroup, thereby reducing the burden on families and society, even for the family, society andactive aging and make new contributions.This paper aims to study the silver age group population Siming Mountains of YuyaoCity in Zhejiang province, explore the advantages and disadvantages of the development ofhuman resources in the local groups, analysis the difficulties and insufficient of the service ofthe government in promoting the labor income of the groups and puts forward correspondingcountermeasures and suggestions. Finally finding methods to improve the groups’ laborincome, and promote rural economic development in mountainous.It discusses and studies on the silver age group living in Siming Mountains in Yuyao ofZhejiang Province from five aspects. Firstly, it analyzes the background, defines the relatedconcepts and scope and expounds the basic theory of knowledge. Secondly, it demonstratesthe importance to promote labor income of the groups from their health, income, spendingand labor willing through the social practice research method, questionnaire survey methodand comprehensive analysis and other research methods. Thirdly, it introduces the group thatis mainly engaged in the six major industries and employment income the advantages,disadvantages and the main difficulties of the groups. Fourthly, it introduces and analyses the service measures to promote the groups imposed by governments. It is concluded that themain difficulties of promoting the groups’ labor income are that many factors. Based on theabove research, the fifth part puts forward to suggest on how to provide services to promotethe groups’ service income. Finally, it is concluded that: combined with our nationalconditions, the prospect of China’s aging population trend and the future social development,it is not realistic to solve the problem of rural old-age count on rural silver age group by itself.Eventually, it mainly relies on the government and society to build a set of suitable for thesituation of the pension, medical security system together. However,"active aging" is a betterway to spend old age to exercise and increase revenue by the appropriate labor in reducing theburden of government, society and family.
