The Study On The Linkage In Urban And Rural Areas Mode Of The Migrants Resettlement In Coal-Mining Subsidence Areas On The Poverty Mountain Area

The county area of Lvliang city is mostly located in the contiguous and extremely poor area of Lvliang mountain,which is a typical resource-based city and it's coal industry income accounts for a large proportion of the city's income.There's no doubt that it had been thriving and developing with coal,however,with the exploitation of resources,the issues related to coal-mining subsistence areas had arisen,the resettlement of coal-mining subsidence areas became the key issue of economic development and social stability in Lvliang city.This paper carries out the field investigations on the resettlement policy and implementation of coal-mining subsidence areas in Lvliang,Besides,for around 26 administrative villages and 300 immigrants in Zhupu Town,Xiaoyi City and Jinluo Town,Zhongyang city,makes data collection and quantitative analysis by means of household survey and interview.At the same time,based on the progress of the specific resettlement project,study conducts the field visit on the policy and financial support of the migrants' resettlement,the industrial development related to the resettlement,as well as the planning and utilization of the subsidence areas.What's more,sorts out and analyzes the interests of the government,enterprises and individual immigrants.Ultimately,presents a specific scheme for Lvliang,the linkage in urban and rural areas mode for coal-mining subsidence areas,which is a transition stage from the development immigration to marketization immigration.According to the characteristics of this pattern,some suggestions for improvement were put forward,such as optimized the immigrant policy,encouraged the participation of multi-subjects and multi-fields,financed from all aspects,implemented the external supervision during the whole process and improved the social security system,etc.
