In the present situation, analyzing the reasons ofparty cadres in rural areas violating the guidelines and bans and finding out thecountermeasure is very important for implementing the guideline and strengthening therelation between the party and masses.With county G, for example, I have made an characteristic analysis on the party cadres inrural areas violating the guidelines and bans in the past three years to summarizing the feature,reason and countermeasure in this essay.I have drawn a conclusion through the analysis:1. As for the reasons of violation, we could analyze it from two parts: subjective reasonand objective reason. The subjective reason means the party cadres in rural areas themselves, including deficiency in political consciousness, low education, low quality, lack of democraticawareness and legal awareness, mind of comparison, neglecting theory study, low politicalcaliber and the like. As for the objective reason, it refers to the external environment. Theoverlapping of supervision system weakens the supervision over party cadres in rural areas.Party Committee of township supervise their officials loosely and the grass-roots governmentdepartment’s supervision is weak like the village’s administrative transparency is not enoughand the financial management is chaotic in some countryside. Besides those, the objectivereason also involves the other factors such as treatment, system, and the investigation andpunishment, etc.4. Based on the guideline of serving the overall interests, focusing more on prevention,enforcing the punishment, renovating the work style, paying attention both to the supervisionand governance, and reforming and development, we could take the following measures tosolve this problem: improve work efficiency and smoothen the management system; improvethe party cadres’ quality in rural areas to perform their official duties honestly andefficiently; lay emphasis on supervision to make sure the supervision system iscomprehensive; take severe punishment to restrict the party cadres in rural areas violating theguidelines and bans; perfect the system to optimize the external environment.
