Study On The Embedded Linkage Cooperation Pattern Between The Government And NGO In The Foster Service For Disabled

The handicapped in China are a mass, typical and needy society. As a kind of more special groups, the intellectual, spiritual and severe limb disabled whose independent living, interpersonal interaction and social participation ability is bad. It often tend to cause family pressure of economy and spirit and affect social harmony and stability. It is imminent to solve the problem of the disabled fostering. At present, the work of foster service for the disabled has achieved phased victory, but there are some problems. At the same time, as a new supply mechanism of foster service for the disabled, the government and NGO are facing a bottleneck period in cooperation, which seriously affected the process of our country’s foster service work for the disabled. Therefore, in this multiple pressure, it is particularly important to study the embedded linkage cooperation pattern between the government and NGO in the foster service for disabled.By studying the basic situation of foster service for disabled in our country, the situation of the cooperation between the government and NGO in the supply of foster service for disabled in our country and drawing advanced lessons from foreign country, we have explored the ways to realize the embedded linkage cooperation pattern between the government and NGO in the foster service for disabled. It has an important guiding significance to break the bottleneck of cooperation between the government and NGO in the foster service for disabled, and it also has a good practical significance to solve the problem of foster service for disabled. In this thesis, the use of literature research, theoretical analysis, case analysis and comparative study, conducted a systematic study of the embedded linkage cooperation pattern between the government and NGO in the foster service for disabled.In this paper, the first part is introduction,which has state the background and the significance of this writing, relevant research both at home and abroad, research ideas and research methods of this writing, and some innovations and shortcomings of the paper in brief. The second part is theoretical analysis, which has laid the theoretical foundation of this paper. By using the government failure and voluntary failure theory, new public service theory, the welfare pluralism theory and linkage embedded cooperation pattern to supply theoretical guidance for cooperation between the government and NGO in the foster service for disabled.The third part has analyzed the situation of cooperation between the government and NGO in the foster service for disabled.On the basis of collecting relevant information, the thesis analyzed the basic situation of foster service for disabled in our country, summed up the problem of foster service for the disabled in our country:lack of funds, shortage of talents, the contradiction between supply and demand is sharp, standardization management is backward. At the same time, in terms of the study of specific case, we have summarize the problems of cooperation between the government and NGO in the foster service for disabled:lack of social and government’s trust; the institutional environment is not sound; NGO lack of ability; supervision and evaluation mechanism is not sound.The fourth part has elaborated some international experience for reference.By researching of cooperation relations between the government and NGO of Britain, Japan and Germany, summarized successful experience and enlightenment:adapt to the trend that government and NGO cooperation is strengthening; the government’s support for backing; driving the institutionalized construction of the government and the NGO cooperation; attach great importance to the construction of NGO. The fifth part is the part of countermeasures and suggestions. It has put forward the ways to realize the embedded linkage cooperation pattern between the government and NGO in the foster service for disabled:firstly, change ideas and foster linkage embedded cooperation concept; secondly, adjust the government position and strengthen the cultivation and guidance of NGO; thirdly, change NGO actively and strengthen the cooperation ability; fourthly, establish communication connection mechanism and open channels of cooperation governance.
