Research On The Cooperation Between Government And Society In Public Service For The Disabled From The Perspective Of Resource Dependence

In recent years,relevant state departments have attached great importance to social organizations for the disabled.The China Disabled Persons’ Federation and the Ministry of civil affairs have also issued the guiding opinions on promoting the development of social organizations for the disabled.Since 2016,Jiangsu Province has promoted the construction and operation of "home for the disabled",attracting social organizations to provide basic public services for the disabled,such as auxiliary employment,nurseries,rehabilitation training,skill training,culture and sports,rights protection,etc.Taizhou "home for the disabled" construction and operation for several years,has made some achievements.At present,more than 100 villages and towns(streets)"home for the disabled" in Taizhou provide all kinds of public services for the city’s 2063 disabled people,but there are also many shortcomings in the operation process,especially the relationship between social organizations and the government is not smooth enough.In view of the dilemma of the political and social cooperation in the public service for the disabled in Taizhou "home for the disabled",this thesis discusses the current situation of the political and social cooperation in the public service for the disabled on the basis of combing the existing literature at home and abroad,and then issues questionnaires to the management personnel of "home for the disabled",With the help of all levels of disabled people’s federations in Taizhou City,the questionnaire was distributed to all the main managers of the "home for the disabled" in Taizhou City,so as to comprehensively understand the basic operation of the "home for the disabled" in Taizhou City and the situation of political and social cooperation in public services for the disabled,This paper analyzes the interdependence between Taizhou disabled persons’ Federation and "home for the disabled".In addition,we also interviewed the main participants in public services for the disabled,such as the staff of the disabled persons’ Federation,the staff of the township government,the managers of the home for the disabled,some of the disabled and their families who received services,to find out the difficulties and shortcomings in the operation and management of the home for the disabled,and to summarize the achievements and shortcomings of social organizations in participating in public services for the disabled,Based on the advanced experience of Shanghai,Wuxi,Shenzhen,the United States,Germany,Japan and other disabled social organizations,this thesis puts forward corresponding countermeasures and suggestions.This paper holds that China’s social organizations are still in the primary stage of development.At present,in the field of public service,it is still dominated by the government.The participation of social organizations in social public service should follow the development path of resource dependence theory.On the one hand,the government should invest more resources to support and encourage social organizations to participate in public service;On the other hand,social organizations should constantly improve their ability,integrate a variety of social resources,and better adapt to the practical needs of social governance modernization.
