Rural society is a basic form of organization in our society. In the days when rural urbanization is moving fast, the construction of the rural primary party organization is a direct impact on the development of rural economy. Strengthening the construction of the rural primary party organization has become an essential subject of speeding up the rural economic development and improving the peasants’ living standard.The purpose of this article is to summarize several new approaches to strengthen the construction of the rural primary party organization by comparing the current situation of two rural primary party organizations in two ethnic minority villages in Guizhou Province. We believe that the rural organization has made some progress in serving the central task of the country, strengthening the self-construction of the leaderships, and arousing the enthusiasm of the Party members. However there are also some weak parts that we need to strengthen, like ideology and politics, work style and system perfection. We use multiple methods to study the cases, including questionnaire, interview method, and case method. The cases are from two places:one is Guihua village, Jiuzhou town, Huangping County Guizhou Province and the other is Sanhe village, Shuangliu town, KaiYang County, Guizhou Province. We analyzed both successful experiment and problems that needs to be solved immediately, and we are trying to put forward some new methods to the construction of the primary party organization.The first chapter is an overview to the core concept, historical experience and major contents of the rural primary party organization. Chinese rural society is in the historical period of profound change, in order to adapt to this new situation we have to strengthen the construction of rural primary party organizations. The second chapter is concentrating on analyzing the case of the party branch in Sanhe village, Shuangliu town, KaiYang County, Guizhou Province. We summarized the background, the progress achieved, and main experience of the party branch. The party branch in Sanhe village is a typical and representative rural party branch in the western part of our country where the minorities living together. This party branch has achieved some successful experience in leading the villagers to get rich, and promoting the society development in harmony, etc. The third chapter is discussing the case of the party branch in Guihua village, Jiuzhou town, Huangping County Guizhou Province. This party branch is full of problems:poor management, incomplete function and declining prestige of the basic party organization; poor service awareness of the party leaders, improper construction of the rural basic party members, lagged work of developing party members, weak force of the people in support, and the construction of a clean and honest administration still needs to be strengthened. These problems exist in the countryside in different degrees. The fourth chapter puts forward several new methods of how to strengthen the rural basic party organization better.The academia usually discusses this kind of problem from the construction of the rural basic party organization itself instead of the pairing support which has been practiced a lot. This article summarized the four major projects:the leader project, the strong team project, the ramming foundation project and the borrowing project. We are trying to construct a working mechanism in theory that can including both sides of a coin. This article may have some reference value for the construction of the basic party organizations in rural areas of our country. It may change the working conditions of the rural party branches and the publicity of policy, and gives a clear way to develop.
