Research On Functional Positioning And Transformation Of Service-Oriented Township Goverment

Since the new era,China has proposed to deeply reform government functions and to build a service-oriented government.From the point of view of villages and towns,to realize effective reform of government functions,we must change from the previous regulatory government to the service government.In order to ensure that township governments concentrate their functions on economic management and public service planning in the process of building service-oriented government,it is necessary to deeply analyze the problems and causes of the functions of township governments,and make Suggestions for the path selection of the construction of service-oriented government by township governments.Before the reform of government functions,there were many problems in the functions of some township government departments in China,such as unclear powers and responsibilities,poor quality of personnel,low sense of service and only the task of higher authorities.This paper takes jinxian county,nanchang city,jiangxi province as the research object.In the research process,the problems of township service function in jinxian county are found first.Excessive attention to the "lack of work energy" brought about by the work of "introducing tax";Third,the organizational and talent resources of the township institutions are gradually lost.Aiming at the problems existing in the functions of township government in jinxian county,this paper makes an in-depth analysis of the reasons for the problems existing in the functions of township government.One is that the positioning of the target function of township government is "wrong" or "powerless".Second,the distribution of power and responsibility of township government and the allocation of personnel are "unclear".Thirdly,the function of public service of township government is lacking.Finally,according to the status of the functions of the township government in jinxian county,combining with the work experience and professional knowledge,some Suggestions are put forward to build the service-oriented township government in jinxian county.One is to make clear the goal orientation of building service town government in jinxian county.We should coordinate the functions of economic management and social public management,ensure the efficiency of the supply of public goods and services in rural areas,and strengthen the ability of the masses to exercise democratic supervision and management in accordance with the law.Second,we will strengthen the social and public administration of township governments.Third,re-establish the system of efficientgovernment service.Fourth,reasonable division of government functions and streamlining of personnel.Fifth,we will strengthen oversight over the exercise of administrative rights in townships and towns.It includes the establishment and improvement of the scientific mechanism for supervising the government,the establishment of the relatively independent administrative mechanism of the township government under the scientific supervision mechanism,and the emphasis on the power supervision of the "top management" of the township.
