.From the current reality, Chongqing’s rural-urban fringe zones have remainedmany incongruous points in comparison with modern cities in some aspects, such asdirty, disorderly, and with intensive social contradictions. In order to uncover thedeeper relationships between new urbanization and existing problems of rural-urbanfringe zones, this article summarizes current problems of China’s rural-urban fringezones in4respects (social management, public services, market regulation, andeconomic management) and rethinks the reasons that cause these problems throughsocial economy, managerial absence, system disorder and some other aspects.Meanwhile, combined with strict logical reasoning and example verifications, thisarticle comes to a conclusion that absence of government management as well asstructural imperfection are the roots of all those problems relating to rural-urbanfringe zones.Chongqing, the first pilot city in China that conducts urban and ruralcomprehensive reform with representative significance, is undoubtedly necessary toset up a long-term mechanism gradually to balance urban and rural development. Inrecent years, on the guidance of Scientific Development Concept, including theprocess from establishing national pilot areas of urban and rural comprehensivereform to building Liangjiang New Area, and from confirming regional developmentstrategy of “One Circle and Two Wings” to scientifically planning the layout of fivefunctional districts. Since the eighteenth national congress, many creative models onsocial management in Chongqing’s rural-urban fringe zones are constantly springingup: comprehensive innovations on social management are made in Lijia Street; CSAis used to guide industrial development in Yinglong Town, etc. All those experimentshave widened work ideas, improved supporting measures and, definitely, accumulateda certain amount of experience. Therefore, to further perfect the regulation ofChongqing’s rural-urban fringe zones, we ought to find reasons from problems anddiscover outlets from limiting factors. Only in this way can we overcome the existingproblems, break through present difficulties and merged rural-urban fringe zones andnew urbanization organically.
