Research On The Governance Of Urban-rural Fringe Based On Type Division

With the rapid development of urbanization,the healthy governance of urban-rural fringe which are transitional zones between the urban and the rural is the premise and foundation of the healthy development of urbanization.The increasing conflict between the diverse urban-rural fringe and the same standard of governance urges the classified governance of urban-rural fringe.On the premise of the classification of urban-rural fringe,using governance theories as the analysis tool and taking urban-rural fringe in Chaoyang,Beijing as an example,this article uses the method combined with the quantitative analysis and qualitative analysis and adheres to the unified principle of problem orientation and goal orientation to discuss the regular patterns of urban-rural fringe's development problems and the framework of classified governance and then put forward the path and countermeasure of the classified governance of urban-rural fringe.This article,on the basis of the development orientation that the urban-rural fringe will finally become the urban areas,firstly,defines the governance goal of the urban-rural fringe that is to achieve all-round economic,political,cultural,social,and ecological progress and promote the coordinated development;Secondly,according to the gradient development feature of the urban-rural fringe,taking the non-agricultural land,non-agricultural industry,non-agricultural population and non-agricultural management as the four standards,the research classifies the urban-rural fringe into urbanizing Urban-rural Fringe,typical urban-rural fringe and urbanized urban-rural fringe,and analyses the basic characteristics of each types.Thirdly,according to the analysis and induction of the theories and practices of the urban-rural fringe governance,this research chooses the governance subject,governance tool and the governance object as the three main governance factors and then builds the classification model.Fourthly,the research classifies the urban-rural fringe in Chaoyang district and then chooses one of the villages in the district to analyze governance path and governance model of each urban-rural fringe types.Finally,this research looks ahead the practice of classified governance of urban-rural fringe in other cities and analyses the potential challenges,hoping to provide ideas about the efficient governance of urban-rural fringe in other cities.
