Currently, the management of Auxiliary Police Force has become highlyconcerned both in academia and police work practices. With the implementation ofthe strategies of administering the country by law,the standard for police work hasbecame increasingly high. However, due to the increasingly complex social securitysituation and strictly limitednumber of police, the particular population of AuxiliaryPolice is gradually expanding. Although it plays an active role in assisting the policeto maintain public order, but also exist many problems, which affect the relationshipbetween the police and the public, and thus the credibility of police, even the image ofparty and government. Therefore, the acknowledgement of the status of auxiliarypolice management, the problems and deficiencies present therein, and the underlyingreasons which cause them, are of important practical significance for the future ofdevelopment of Auxiliary Police Force and social harmony and stability.A lot of meaningful researches have been done on the problem of auxiliary policemanagement, which mainly focus on the institutionalization, standardization andlegalization of auxiliary police management.“The Decision of the CPC CentralCommittee on Several Important Issues of Comprehensively Deepening Reform”approved by the Third plenary session of the eighteenth CPC central committeeexplicitly indicates that, the social management system shall be innovated, where theconcepts of " main body diversification of social governance","the legalization ofsocial governance","the stimulation of social vitality" provide new ideas anddirections for solving the problems in the auxiliary police management.According torequirement of the innovation of the social management for the improvement ofauxiliary police management and the strategy of motivating the general public’sinvolvement for prevention and treatment, the author of the present article breaks thesingle supply mode of public security service, divides the broad sense auxiliary policeinto three development directions, that is, professionalism, obligation andmarketization,transfers part of service function of police, guides and integrates social forcesas source of auxiliary police force to participate in social security service, in order tosatisfy the safety requirement of social diversification, and achieve the transformationof social security management from administrative governance to multicomponentco-governance in our country.The present article includes seven chapters. To be specific, the first chapter isintroduction, which proposes the problems of auxiliary police management; thesecond chapter mainly directs the basic conception and theoretical generalization; thethird chapter mainly directs to the current situation of auxiliary police force in B city,the statistical analysis on Auxiliary police human resources data in B city, and thequestionnaire for the psychological state of the Auxiliary police, and finally finds outthe existing problems in Auxiliary police management; the fourth chapter mainlyanalyzes the reasons which cause those problems in Auxiliary police management; thefifth chapter demonstrates the importance and urgency of perfecting the Auxiliarypolice management from three aspects, that is, the requirements of the innovation of social governance, the urgency of social security, and the development of police work;the sixth chapter summarizes the enlightenment for our Auxiliary police management,which is strict and scientific Auxiliary police management system, by reference toadvanced methods and concepts of Auxiliary police management in foreign countriesand Hong Kong and some domestic exploration experience of Auxiliary policemanagement; the seventh chapter is countermeasures study which proposesdiversified management ideas for innovation of social management, and in thischapter the author divides the existing broad sense auxiliary police into threedevelopment directions, that is, professionalism, obligation and marketization in viewof different social participants, and provides suggestions for three kinds of auxiliarypolice force management respectively, which are intended to comprehensively raisethe scientific level of the Auxiliary police management, thereby realize the object ofthe comprehensive management of social security through positive interactionsamong the government, police, society, and market.
