Study On The Change Of Chinese Village Cadres’ Functions

The historical status and role of village cadres，determines the necessity ofvillage cadre problem． The village cadres at present， the central governmentattaches great importance to the urban and rural development， rural economicdevelopment，the living standards of farmers continue to improve．But because ofthe long-term existence of two dual economic structure of urban and rural areas，between urban and rural development is not balanced，restricting China＇s economicand social development of footsteps．Transformation of the functions of the villagecadres as an important content of “three rural issues”，play a decisive role in ruraldevelopment．Aiming at the positioning functions of the village cadres in the newperiod，this paper uses the methods of questionnaire and interviews，in-depth studyof the practice situation change after the functions of village cadres，and ultimatelyestablish a series of changes in the functions of Village Cadres Incentivemechanism．Finally，this thesis puts forward some policy suggestions determinesthe importance of transformation of the functions of village cadres and urgency．This paper is divided into six chapters．The first chapter is an introduction．The second chapter interpretation of village cadres, functions，and functions of thenew era village cadres shift in five areas．The third chapter analyzes the villagecadres to perform its functions as well as the way in the new era under differentperspectives of village cadres， village cadres to carry out the functions ofpositioning．The fourth chapter analyzes the situation in the functions of villagecadres to play， after an investigation of village cadres in the new era after thetransition functions of the problems． The fifth chapter analyzes the factors of motivation after the change of village cadres functions．Survey of M County inHenan province in N Township， the rural survey questionnaire and interview，analyzes the factors promoting the village cadre work actively，and establish theOrdered Logistic model and scenario testing investigation，using ordered Logisticmodel to analyze the incentive factors under the incentive effect of village cadres．From the difficulty of the work and job satisfaction of the village cadres andretention，measure the incentive intensity of the incentive factors．Then，by usingthe experiment data，further inspection．Research results show that，by improvingthe village cadre salary treatment and its cash rate，strengthen the social reputation，village cadres carry out standardization of village governance system can obviouslyimprove the working enthusiasm of the village cadres． The sixth chapter，suggestion on promoting the transformation of the functions of village cadres andprospect．...
